It comes one year after the Fine Gael TD told the Irish Sun of the Department of Justice's plans to secure the agreement after a series of negotiations.

Once signed, it means Ireland's most dangerous criminals could face extradition if they use Dubai as a safe haven.

The Minister told us: "This process is about putting those at the top of organised crime behind bars and holding them responsible for their actions.

"I have spoken with my counterpart in the UAE, Abdullah Bin Sultan Awad AI Nuaimi.

"We have been working on building trust with the UAE.

"Where there are criminals hiding out in the UAE we need to be able to bring them home.

"The Gardai need to take them home where they can face charges for the crimes they have committed."

A Department of Justice spokesperson told us: "A number of productive in-person negotiating rounds have now taken place between senior Irish officials and their Emirati counterparts.

"The focus of these negotiations has been to ensure that the processes for extradition and mutual legal assistance between Ireland and the United Arab Emirates are structured and simplified, whilst also ensuring essential safeguards are maintained."

The latest move in the fight against organised crime comes just one week after Kinahan cartel No 2 Sean McGovern, 38, was arrested at his luxury apartment in the UAE.

He faces extradition over the murder of Noel Kirwan, 62, in December 2016 and the plot to kill James 'Mago' Gately in April 2017.

Daniel Kinahan, 47, is currently a "person of interest" in the ongoing investigation into the murder of Eddie Hutch on February 8, 2016.

Behind-the-scenes account on Kinahan cartel's killers

AFTER an audacious assassination attempt on boss Daniel Kinahan's life, the Kinahan Cartel recruited an unprecedented number of killers to retaliate against their attackers, the Hutch gang.

A new book from The Irish Sun's Crime Editor Stephen Breen and News and Crime Correspondent John Hand - Kinahan Assassins - is the compelling behind-the-scenes account of one man's thirst for vengeance and how it proved fatal for his organisation.

Kinahan Assassins has the stories of the men who killed for the cartel - including vulnerable drug addicts, a former British soldier, an MMA fighter and an invisible Mr Nobody who acted as a cartel quartermaster - as well as those who gave them orders.

And it details how, one by one, the hit teams were identified, surveilled and taken down by gardaí.

Featuring new and exclusive material – conversations from wiretaps, insights from gardaí at the heart of the operations and interviews with the loved ones of innocents caught in the crossfire – Kinahan Assassins is a startling and gripping read that throws a new light on the war on organised crime.

The book will be released on October 31 but is available for pre-order now

And he's also suspected by the Garda National Drugs and Organised Crime Bureau of "directing the activities" of a criminal organisation.

At present, two extensive files on both cases are being examined by the Director of Public Prosecutions.

'POSITIVE STEP'

Gardai - who have a liaison officer based in the UAE - will now continue engagements with their law enforcement partners over fears Kinahan could move to Iran.

Before their move to Dubai, the Kinahan leadership also had connections to Brazil and countries in Africa.

Details of the historic announcement were welcomed by former Garda Supt Martin Mooney, who led the investigation into the murder of Eddie Hutch.

The retired officer said: "This is yet again another positive step in the ongoing efforts to prosecute senior figures from the Kinahan Organised Crime Group.

"It's a great result that will no doubt assist investigators in their efforts to bring the perpetrators of serious crime in Ireland to justice.

"I also think that it will act as a deterrent to other serious criminals who may be thinking of moving to Dubai.

"The treaty also shows that the Gardai and their partners never give up in the pursuit of justice no matter how long it takes.

"International cooperation at Government level and co-operation between international law enforcement is key to dismantling those criminal gangs who destroyed so many lives in Ireland over the years.

"The world has become a smaller place for these transnational crime gangs."

Although the Kinahan cartel leadership and their key associates are based in the UAE, other dangerous Irish criminals are also based there.

One includes a key figure in the Drogheda feud who's wanted over a brutal kidnapping.
